Introduction
The Department of Laboratory Affairs was founded to monitor public and private medical diagnostic, pathological, and genetic laboratories, and to manage issues including: issuance of legal licenses, service provision, fees, manpower and equipment, and accreditation and standardization of laboratories.

Major Tasks and Activities
  • Inspecting all public and private laboratories located in hospitals, clinics, and limited surgical centers
  • Coordinating with the Health Reference Laboratory for exercising external quality control
  • Coordinating with internal organizations for further supervision
  • Handling complaints (on fees, etc.) and receiving complaints from clients
  • Giving necessary verbal and written warnings to technical managers and laboratory authorities
  • Reviewing requests for establishment of new labs
  • Collecting evidence to present in the Article 20 Legal Commission
  • Holding the Article 20 Legal Commission
  • Issuing establishment and technical manager licenses
  • Responding to the inquiries made by Tehran University of Medical Sciences and Shahid Beheshti University of Medical Sciences
  • Issuing temporary technical manager licenses for private laboratories
  • Writing agreement in-principle letters
  • Visiting sites proposed for the establishment of labs (initial visit)
  • Reviewing the proposed plan
  • Visiting under-construction laboratories (final visit)
  • Preparing performance reports
  • Coordinating with authorities of the affiliated hospitals for recruiting technical laboratory staff
  • Planning for the recruitment of technical staff based on the human resources plan
  • Determining the location of all new staff (contractual and formal staff) and addressing transfer requests
  • Corresponding with private laboratories to receive documents of their technical staff
  • Planning to implement policies developed by the Ministry on standardization of laboratories
  • Active participation of all staff in the laboratory standardization process
  • Planning to establish a reference laboratory in the university (financing, purchasing necessary equipment, supplying manpower, etc.)

  • Forming educational groups in different fields and recruiting experienced instructors to teach in each field
  • Providing subsidiary labs with necessary educational circulars, instructions, leaflets, and CDs
  • Accrediting affiliated hospital labs
  • Monitoring and evaluating emergency laboratories of the affiliated hospitals
  • Cooperating in the ownership transfer of public labs to the private sector (verifying the technical competence of contractors and technical managers, conducting supervisory visits, resolving problems observed during visits, and giving feedback to the relevant authorities)
  • Extending the validity of issued licenses
  • Collaborating with the Health Reference Laboratory on participation in provincial lab monitoring
  • Collaborating with the Health Reference Laboratory on the use/completion of its website
  • Holding seminars and workshops to empower employees of all affiliated labs
  • Monitoring all units active in manufacturing and distributing of kits, materials and equipment
  • Cooperating in sending samples abroad
  • Using information technology to accelerate affairs
